Program Advisory Committee (PAC) - Terms of Reference

General

The Program Advisory Committee shall provide expertise and support, through the Superintendent to the Board of Directors, on matters related to APSEA programs and services for children and youth who are blind, visually impaired, Deaf, or hard of hearing.

The Program Advisory Committee shall provide expertise and support, through the Superintendent to the Board of Directors, on matters relating to Autism in Education (AIE).

Specific

  1. To monitor the educational needs of children and youth who are blind, visually impaired, Deaf, or hard of hearing.
  2. To recommend to APSEA the development of programs and services to meet the needs of children and youth who are blind, visually impaired, Deaf, or hard of hearing between the ages of 0 and 21 years in Atlantic Canada.
  3. To recommend to APSEA procedures for the implementation and evaluation of programs and services for children and youth who are blind, visually impaired, Deaf, or hard of hearing.
  4. To recommend to APSEA collaborative initiatives that will support province-based services for learners with autism/autistic learners through dissemination of information and professional learning, training, and capacity-building for educational personnel.
  5. To advise APSEA concerning the annual assessment as per Regulation #31 (The Board shall establish policies and procedures for the ongoing evaluation of the Board’s programs and services).
  6. Other duties as assigned by the APSEA Board of Directors.

Chair

The Chair of the Program Advisory Committee will be appointed at the annual meeting of the APSEA Board of Directors. The Chair of the Program Advisory Committee will be the member from the same province as the Chair of the Board of Directors.

Membership

  • Provincial Directors of Student Services, or equivalent
  • Representative from Early Childhood Education/Early Years (from the same Province as the Chair, changing as per the Chair role)
  • Parent Members (a parent/guardian of a child or youth who is blind/visually impaired and a parent/guardian of a child or youth who is Deaf/hard of hearing), currently receiving services from APSEA. The term will be two years.
  • APSEA Staff (Superintendent, Director of Programs – BVI, Director of Programs - DHH, Coordinator, Autism in Education & Collaborative Learning Development)

Meetings will proceed as scheduled if three out of four provinces are in attendance.
